Harare Mayor Jacob Mafume says chiefs will overcome delays in procuring the enterprise resource planning (ERP) system used to prepare taxpayers’ bills.

Mafumi accused some council officials of colluding with officials from the Zimbabwe Procurement Regulatory Authority (PRAS) to take advantage of the chaotic billing system.

He made the remarks at an extraordinary meeting of the full council in the capital where he said they would confront Braz over the delay in getting the programme.

“There is something fishy about our ERP system. We believe there is a cartel between the council and Braz.”

“They are conspiring to stop having an effective ERP and billing system. We haven’t had an ERP for the last six years, and heads will roll.”

In January last year, the Ministry of Local Government expressed concern about the municipality’s persistent failure to reform its billing system.

Former Local Government Minister July Moyo once urged municipalities to adopt local authority digital systems developed by the Harare Institute of Technology to pay taxpayer bills.

Last year, it emerged that some council officials had planned an overseas trip to South Africa and China to earn foreign exchange under the guise of a visit to study an enterprise resource planning (ERP) system.

“We know and understand that there are people within the council and Brass who are upset that we did not award the US$50 million tender to some companies and they are determined to frustrate the ERP system,” Mafumi said.

“They are making residents suffer, bills are not consistent, money is being stolen, and people are paying more than they should.”

An enterprise resource planning (ERP) system is used by organizations to manage day-to-day business activities such as accounting, purchasing, project management, risk management, compliance, and supply chain operations.

A complete ERP system also includes enterprise performance management, software that helps with planning and budgeting. Newsday
