The Presidential Title Deeds Program will soon unveil a digital, tear- and water-resistant secured document as the Second Republic, led by President Mnangagwa, moves to curb instances of fraudulent issuance of documents.

There will be a migration from bond paper titles to digital documents and those with older documents will have to move to the new safe and secure platform.

The installation of the Presidential Title Deeds Platform is now at an advanced stage of completion and is expected to be launched by President Mnangagwa soon where the new-look title deeds will be handed over to some property owners.

Minister of Information, Publicity and Broadcasting Services Dr Genevan Musiri and Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi toured the Deeds Office in central Harare to assess progress ahead of President Mnangagwa’s inauguration.

The two ministers were briefed on the National Command Centre, Control Room and Production Room among other operations.

Minister Ziyambi said digital title deeds would go a long way in reducing forged and fraudulent documents.

“This is part of the program to ensure that by 2030, every urban household will be the proud holder of title deeds that will be bankable and can be used to improve their livelihoods,” Minister Ziyambi said. “We are very happy with the process of transitioning from bond title deeds to digital bonds,” Minister Ziyambi said. The digital platform aligns with the Second Republic’s desire to have an upper-middle-class society by 2030, Dr. Moswer said.

“We are seeking to ensure that we have an upper-middle income society by 2030. So the Presidential Titles Program also aligns with some of the issues around title securitization.

“This round includes understanding the architecture related to the production of secured title deeds that will ensure that there is a direct, practical economic empowerment program where all families who own property, but have not had the opportunity to obtain title deeds, will be considered, and by doing so, they will not We leave no one and no place behind on our journey towards 2030.”

“This architecture includes the production of securitized title deeds that also uses technology, but at the same time includes the rest of the details related to land information management systems which will be aligned in terms of architecture. This also works in line with the digital transformation agenda as His Excellency President Ed Mnangagwa said that the digital economy represents a priority.

“This also speaks volumes of the government’s economic programme. We are more than impressed, the project is 90 percent complete and we are sure that the President will officially launch this program soon.

Chief Registrar at the Department of Deeds, Companies and Intellectual Property, Mr. Willie Moshae, said the digital platform would be accessed even by members of the public.

“The online digital platform developed is accessible even by members of the public. Its aim is to simplify the ease of doing business as well as due diligence by prospectors, property owners and potential buyers.

“This has been developed directly to respond to the needs of citizens to access information easily and directly for buyers including investors who wish to verify certain information,” Mr. Mashai said.

“As an individual, citizen or potential investor, you can access the platform and access information but of course you will not be able to change or modify anything. But you will be able to access and confirm any record.

“At the same time, we will be able to see who is searching for information and what information they are trying to access.”

President Mnangagwa launched the Presidential Titles Program where many homeowners, mostly from Epworth and surrounding areas, received their title deeds.

The government intends to issue more than 1.5 million title deeds this year, with the first batch of 15,000 people benefiting during the first phase targeting families across the country. Announce
